Private agent progress and usage signals

Native agents now emit consistent progress, timing, outcome and provider-reported token usage signals across model requests and tool calls. Input and output totals remain separate from cached input and reasoning subsets, while missing usage stays unknown. Trace and log boundaries exclude learner prompts, tool payloads, provider response bodies and private error details. Telemetry failures cannot interrupt the learner action they observe.
