Reliable personalised path recovery

Personalised path execution now shares bounded background capacity with onboarding. Durable attempts retain lease and fencing state across restarts, expired workers cannot overwrite current work, and stage deadlines fence late writes after work expires. The worker remains dormant until the later agent phase installs path execution.
